SIUP Indonesia: The Trading Business Licence and Its NIB Replacement

SIUP (Surat Izin Usaha Perdagangan) was Indonesia's trading business licence, once required for any company buying and selling goods or services. As of October 2026 it is no longer issued. Its role has passed to the Business Identification Number (NIB) and risk-based business licensing obtained through the OSS system under Government Regulation 28 of 2025.

What was SIUP?

SIUP stands for Surat Izin Usaha Perdagangan, literally "trading business permit". It was the licence to carry out trading activities, governed by Minister of Trade Regulation No. 36/M-DAG/PER/9/2007 and its amendments.

Regional governments issued SIUP where the company was domiciled. SIUP was graded by business scale and was routinely requested together with the Company Registration Certificate (TDP) when opening bank accounts, bidding for tenders or applying for credit.

Is SIUP still required in 2026?

No. SIUP no longer exists as a licence type and its legal basis has been formally revoked. The Ministry of Trade issued Regulation No. 26 of 2025 (enacted 30 June 2025), which revoked Regulation 36/M-DAG/PER/9/2007 on SIUP together with all its amendments. The revocation list is published on the Ministry of Trade legal database.

That revocation formalised a change that had been under way for years:

  1. 2018: Government Regulation (PP) 24 of 2018 introduced OSS. The NIB began to serve as the TDP, the Importer Identification Number (API) and customs access.
  2. 2021: Following the Job Creation Law, PP 5 of 2021 introduced risk-based business licensing (OSS-RBA). Sector licences such as SIUP stopped being issued as separate documents.
  3. 2025: PP 28 of 2025, enacted 5 June 2025, replaced PP 5 of 2021. According to the OSS portal, the new rules have applied in the system since 5 October 2025.
  4. 2026: KBLI 2025 replaces KBLI 2020 in OSS, with nationwide implementation due no later than 18 June 2026.

An old SIUP is therefore no longer evidence of legality; banks and agencies now check the NIB and OSS licences.

What replaced SIUP, TDP and the other legacy licences?

The replacement is the NIB plus whatever business licence the risk level of each activity requires. The table maps legacy documents to their current equivalents.

Legacy documentFormer purposeEquivalent as of October 2026
SIUP (trading business licence)Permission to tradeNIB + risk-based licence for the relevant trading KBLI
TDP (company registration certificate)Proof of company registrationNIB, as the business identity and proof of registration
API (importer identification number)Prerequisite for importingNIB, choosing general API or producer API
Customs accessAccess to customs servicesNIB (companies may import and export)
Nuisance permit (HO) / SITULocal permit for business premisesHO guideline revoked by Home Affairs Regulation 19 of 2017; location is now tested through the spatial-planning basic requirement (KKPR)
Separate BPJS registrationEmployer social security enrolmentNIB also serves as social security registration

Under PP 28 of 2025, every business actor must hold an NIB, may hold only one NIB, and the NIB is issued by the OSS Agency. It remains valid for as long as the business operates in line with the rules.

How does the risk level decide which licence you need?

The licence depends on the risk level assigned to each KBLI code, not on a licence name such as SIUP. PP 28 of 2025 sorts business activities into four risk levels:

Risk levelBusiness licenceWhen the business may operate
LowNIBThe NIB itself covers preparation, operation and commercial activity
Medium-lowNIB + Standard CertificateOnce the NIB and Standard Certificate are issued
Medium-highNIB + verified Standard CertificatePreparation may start; operation and sales only after verification
HighNIB + Licence (Izin)Preparation may start; operation and sales only after the Licence is issued

Risk varies by KBLI even within trading, so check the requirements for each code on the OSS KBLI page before applying.

How do you obtain an NIB in place of SIUP?

The NIB is obtained online at oss.go.id and, according to the BKPM service standard, issuance is free of charge. For a company, the usual sequence is:

  1. Complete the legal entity. For a PT, the deed of establishment must be approved by the Ministry of Law through the AHU system. OSS pulls company data from AHU.
  2. Create OSS access rights. Register the account in the company's name with a company email and phone number, not a consultant's.
  3. Complete the business actor profile. Enter the corporate tax ID (NPWP), directors, shareholders and address exactly as they appear in the deed and tax records.
  4. Select KBLI codes and business data. Choose KBLI 2025 codes that match the objects clause in the deed, then add location, activity description and planned investment. Our guide to the OSS business activity description covers this step.
  5. Meet the basic requirements. Under the BKPM service standard these are spatial-use conformity (KKPR) and environmental approval.
  6. Receive the NIB. Once the basic requirements are met, OSS issues the NIB automatically, together with a list of outstanding licensing obligations.
  7. Complete risk-based licensing. Upload documents for the Standard Certificate or Licence if your KBLI is medium-high or high risk.
  8. Meet post-licence obligations. Medium and large investment companies must file the Investment Activity Report (LKPM) quarterly through OSS.

A PT PMA (foreign-owned company) also faces foreign-ownership limits, minimum capital rules and investment reporting. Our overview of foreign companies in Indonesia explains the entity options, and the guide to the representative office in Indonesia covers a lighter route for market testing.

What should holders of an old SIUP do now?

Holders of an old SIUP should confirm that the company has an NIB and that its OSS data is current. In practice:

  • Check the NIB using the NIB search on oss.go.id. If the company never migrated its data to OSS, register it.
  • Map activities to KBLI 2025. According to BPS, licences issued before KBLI 2025 took effect remain valid. An update in OSS or AHU is required where the company's objects or scope of activity change.
  • Update contracts and templates that still quote a SIUP or TDP number; use the NIB instead.
  • Align with tax data. Name, address and KBLI in OSS should match the tax office records to avoid questions during audits. If your trading business is VAT-registered, see our note on value added tax in Indonesia.

JCSS Indonesia helps foreign investors and local companies organise their OSS licensing, from KBLI selection to risk-based permits. Details are on our PT PMA setup service page.

Frequently asked questions

What does SIUP stand for?

SIUP stands for Surat Izin Usaha Perdagangan, Indonesia's former trading business licence. Regional governments issued it under Minister of Trade Regulation 36/M-DAG/PER/9/2007 to companies trading in goods or services. That regulation and its amendments were revoked by Minister of Trade Regulation 26 of 2025, so SIUP is no longer issued. The NIB and risk-based licensing through OSS now perform its function.

Has SIUP been replaced by the NIB?

Yes. Under the OSS system the NIB is the official identity of a business and took over the role of the TDP, while trading permission is now granted as a business licence matched to the risk level of the KBLI code. For low-risk activities, the NIB alone is the business licence. Higher-risk activities need a Standard Certificate or a Licence, also issued through OSS.

How much does an NIB cost?

According to the BKPM service standard, issuing an NIB through the OSS system is free of charge. Costs can arise elsewhere, such as notary fees for the deed or regional levies for particular permits. Be wary of anyone selling a paid "SIUP application", because SIUP no longer exists as a licence type.

How can I verify an Indonesian company's NIB?

Use the NIB search on oss.go.id to check whether a number you hold, or one supplied by a prospective partner, is valid. To confirm the legal entity itself, also check the company record in the Ministry of Law's AHU system. Running both checks is sensible before signing with a new supplier, distributor or joint-venture partner in Indonesia.

Can an old SIUP still be used for tenders or banking?

Generally not. Banks and procurement committees now ask for the NIB and the business licences issued in OSS as proof of legality, so an old SIUP only has value as a historical record. If your company has no NIB, or its data was never migrated, register or update it in OSS promptly to avoid delays during verification.
